Federico Borello
is the Deputy Executive Director and Chief Programs Officer at Human Rights Watch and is based in The Hague. He joined Human Rights Watch in 2024 and oversees the organization’s programmatic work, with specific attention to its research, advocacy, communications, and legal and policy departments.

Prior to joining Human Rights Watch, Borello was the Executive Director at the Center for Civilians in Conflict (CIVIC) for nearly a decade. He also served as Director of Investments at Humanity United and as a Senior Policy Advisor to Mary Robinson, the United Nations special envoy to the Great Lakes region of Africa. Other roles include being a legal adviser for the UN International Commission of Inquiry on Guinea and the UN Justice Mapping Exercise in the Democratic Republic of the Congo, and as Coordinator for the Transitional Justice Unit at the UN Mission in the Congo. He has also worked as a senior associate at the International Center for Transitional Justice and had a host of other human rights roles focusing on Argentina, Cambodia, Rwanda, Croatia, and Bosnia and Herzegovina, among other countries.

Borello holds a law degree from the University of Milan, Italy, and a master’s in international affairs from Columbia University’s School of International and Public Affairs in New York. He speaks English, French, Spanish, and Italian.

Dr Rossella De Falco is Head of Right to Health Campaign at Just Fair. Before Just Fair, Rossella worked as Programme Officer on the Right to Health at the Global Initiative for Economic, Social and Cultural Rights (GI-ESCR), leading research and advocacy projects in Africa and Latin America. Previous collaborations include the Center for Economic and Social Rights (CESR) and the International Institute for Strategic Studies (IISS). She holds a Ph.D. cum Laude in Human Rights from the University of Padova, Italy, and an LL.M. in Economic, Social and Cultural Rights from the University of Essex. Rossella also continues to be involved in academic projects, and regularly publishes about health and human rights.

Róisín Mangan is the Head of Policy, Advocacy, and Influencing at The Children’s Society, where she leads a team of eleven policy, public affairs, and campaign professionals. Together, they work to shape government policies that better safeguard young people across the U.K. Before transitioning to domestic policy this year, Roisin spent nearly a decade as a humanitarian advocate, working with international NGOs and NGO forums in conflict and post-conflict settings, including Somalia, northeast Nigeria, and Iraq. As Save the Children’s global protection advocacy lead based in London, she provided strategic guidance to country offices and frequently deployed to frontline crises, including Ukraine and Sudan, to support real-time advocacy efforts. Róisín holds a Master of Laws (LLM) in International Humanitarian Law (IHL) from the University of Essex.
