Dr Nikos Vogiatzis

Biography

Nikos joined Essex Law School in September 2019 as Senior Lecturer. He was previously a Lecturer in Law at the University of Liverpool. He holds a PhD in Law from the University of Hull, an LLM in EU Law from Université libre de Bruxelles and an LLB from the University of Athens. He is a Fellow of the Higher Education Academy. He is currently a Senior Humboldt Fellow at the Academy for European Human Rights Protection, University of Cologne, having seconded his post for the duration of the fellowship. He is working on a research project on the Administrative Tribunal of the Council of Europe, for which he has a book contract with CUP. His main research interests are in the following fields: selected areas of European Administrative and Constitutional Law (notably access to information, the right to good administration, the provisions on democratic principles); human rights and, in particular, the Law of the European Convention on Human Rights (notably admissibility matters, institutional reform, and political rights); avenues of extra-judicial accountability, with particular interest in the European Ombudsman and the European Court of Auditors; questions of contemporary governance more generally (in particular transparency, accountability, ethical administration). More recently, he has been developing a research interest in the Law of International Civil Service and in the administration of the Council of Europe. In addition to his first monograph on the European Ombudsman, Nikos has published widely in leading journals in the fields of EU Law, Human Rights Law, Public Law and EU Governance (see ‘Publications’ for further details). He has co-edited (with Mariolina Eliantonio) a special issue in German Law Journal on 'Judicial and extra-judicial challenges in the EU multi- and cross-level administrative framework'. He was a visiting fellow at Deusto Law School in Bilbao (fall 2015), a visiting scholar at the Centre for European Law and Governance at Cardiff University (fall 2016) and a visiting researcher at the Historical Archives of the European Union at the European University Institute (fall/ winter 2016-2017). In addition to the Humboldt award for Experienced Researchers, Nikos was awarded a YERUN Research Mobility Award 2021 for the project ‘An exploration of shared management of EU funds in comparative perspective’ (on the basis of which he co-organised a workshop with Mariolina Eliantonio and Emilia Korkea-aho in Brussels in 2022). He was awarded (with Theodore Konstadinides and Anastasia Karatzia) a research grant by the Forum of Canadian Ombudsman for the project ‘Provincial Ombud Offices in Canada and fundamental constitutional principles: An empirical study’. Nikos worked on another project on the independence of the European Court of Auditors, further to a research grant awarded by the Historical Archives of the European Union and the European Court of Auditors. His research has been cited by Advocates General of the Court of Justice of the European Union in Case C‑418/18 P, Puppinck and Others v Commission; and in Case C‑130/19, European Court of Auditors v Karel Pinxten; and quoted extensively in the concurring Opinion of Judge Serghides of the European Court of Human Rights in Obote v Russia. He has been invited to present research at the European Court of Auditors, the European Ombudsman, and the European Economic and Social Committee. In Essex, Nikos convenes the final year module 'The Protection of Human Rights in the UK', teaches on the Public Law module (‘Foundations of Public Law’) and has taught on research skills-focused modules (Legal Research Skills) and modules at the LLM/ MA level (including 'Regional Human Rights systems').
