Biography
Dr Meagan Wong joined Essex Law School in October 2016 and is the Founding Director of the LLM in International Law degree (launched in Jan 2021). Dr Wong holds a PhD in Public International Law from the University of Leiden (2016). Whilst conducting her doctoral research, she was admitted to the Faculty of Law at the University of Oxford as a Recognised Student (Visiting D.Phil candidate) and held a position as a Visiting Scholar at the Lauterpacht Centre for International Law, University of Cambridge. She has an LLM in Public International Law from University College London (UCL), a Postgraduate Diploma in Professional Legal Skills (City University) and has been called to the Bar of England and Wales. She is also a Fellow of the Higher Education Academy. Dr Wong is a generalist public international lawyer with several interests in specialist sub-fields of international law which are reflected in her research interests and practice. She has advised States on a broad set of issues of generalist public international law including the law of treaties, jurisdiction, international institutional law, and the relationship between international law and national law. On international environmental law and climate change, she has been invited to speak to diplomats and lawyers in International law and treaties divisions within Ministry of Foreign Affairs; and to exchange legal views on matters pertaining to environmental law matters within international dispute settlement. On international criminal law, she has advised States on several matters including issues pertaining to immunities of state officials and technical drafting of domestic legislation in relation to the incorporation of international law. Notably, she participated in a session of the Assembly of States Parties to the ICC Statute as an accredited Advisor to a government delegation on matters pertaining to the ratification and implementation of the amendments concerning the crime of aggression. In relation to the law of the sea, she has been invited to speak to senior navy and government officials on various issues. Dr Wong has published on canonical aspects of generalist public international law and on specialist sub-fields of international law including the law on the use of force, international criminal law, international humanitarian law, international human rights law, international environmental law, and the international law of the sea. Her publications include peer-reviewed articles in the International & Comparative Law Quarterly, International Community Law Review, Max Planck Yearbook of United Nations Law and Chinese Journal of International Law. She is the author of a forthcoming monograph with Cambridge University Press, entitled Responsibility of States and Individuals: Aggression and the International Criminal Court, and was invited by the Colombian Academy of International Law to give an Inaugural Lecture on the title of the monograph at the premises of the Special Jurisdiction for Peace in 2020. She is also the author of a Cases & Materials in International Environmental Law book co-authored with Malgosia Fitzmuarice and Joseph Crampin (2022, Edward Elgar Publishing). Dr Meagan Wong has guest convened and taught a variety of generalist and specialist international courses at various universities including Queen Mary University of London (QMUL) and Sungkyunkwan University, South Korea. She has also given guest lectures at the University of Bologna, Italy; Universidad Iberoamericana, Mexico; Rosaria University, Colombia; Católica Global School of Law, Portugal. Together with Dr Emily Jones, she is the co-founder, co-host and co-convenor of the Essex Public International Law Lecture Series. This is a weekly lecture series featuring judges of international courts and tribunals, leading academics, and practitioners of international law from governmental service, international organizations, and private practice from across the globe. Dr Wong is the Cluster Lead for the Public International Law Research Cluster at Essex Law School. Dr Wong welcomes approaches for supervision from prospective PhD students. Dr Meagan Wong is a Mentor in the American Society of International Law Women in International Law Mentoring Programme.
